D3.6 End-User Based View on Potentials of Social Media Usage for ES and Citizens’ Involvement in the EMC

Abstract

Social media is used during emergencies, and many studies have illustrated different aspects of use and value for Emergency Services. This deliverable aims to research the Emergency Services’ view on potentials for social media in emergencies. The following document is the result out of two tasks, i.e. task T3.5: “Analysis of potentials of citizens’ involvement in the EMC” (participating partners are USI, WNRI and TIHR) and T3.6: “Analysis of potentials using social media for Emergency Services in the EMC” (participating partners are FDDO, USI, TIHR, UPB, FEU, CNBOP and EENA). Within this document the potentials of using social media during emergencies are identified and classified by using an internal survey (for project partners) and external survey (for Emergency Services), which was answered by 696 people and analysed in a quantitative and qualitative way.

Purpose of the document

This documents aims to explore and answer questions on the relationship of Emergency Services and Social Media:

  • how is social media currently used
  • how might social media be used in the future
  • how the production of citizen-generated data and Emergency Services-generated information can be integrated in the EMC in an appropriate way taking into account the quality and quantity of data, standards for data
  • what points of intersection / interaction exist between citizens and Emergency Services.

Other objectives include:

  • to identify the potentials of use cases for the applications of social media
  • to answer questions about how information can be provided to Emergency Services through social media
  • to explore how information from social media networks can be captured and used by Emergency Services in an appropriate way.
